Sex offender released after judge reduces bond | Crime
A convicted sex offender who failed to notify authorities that he had moved to a new home is out of jail after a judge reduced his bond.
Baxter County sheriff’s deputies arrested Stephen Michael Kotlowski, 49, of Lakeview and charged him with failure to comply with the Arkansas Sex Offender Registry law.
According to an email from Sheriff John Montgomery, Kotlowski had been living in the 1600-block of Central Boulevard in Bull Shoals. On March 25 he moved to the 200-block of Boat Dock Road in Lakeview.
Sheriff Montgomery said Kotlowski did not notify his office of the move, as mandated by law.
Kotlowski is a Level 2 sex offender. He was convicted in 1999 for sexual abuse-first degree. Montgomery said the incident involved Kotlowski fondling the private areas of a 15-year-old girl. The girl told investigators the abuse had been going on since she was 10.
Following his arrest, Kotlowski was booked into the Baxter County Detention Center to await his appearance in District Court.
According to the news release, Kotlowski was released after the standard bond of $15,000 was reduced by District Judge Van Gearhart to $5,000 pending Kotlowski’s appearance in Circuit Court on May 2.
